NIFPortugal.com is an online NIF service that says it has been filing NIFs since 2017. Not to be confused with nifportugal.pt, a different company. Its price depends on speed: €99 for 10 business days, €149 for 5, €249 for 48 hours. One month of fiscal representation is included, then €15 a month if you keep it. The question is whether you need that speed or that representation, or the same official NIF for a flat €39.99.

A NIF is issued by Finanças and is valid for life. What you may want is to stop the monthly representation fee if you do not need a representative.

Usually not. Since 2022 a non-resident does not need a fiscal representative to get a NIF, and most people outside the EU can meet any later duty for free with electronic notifications.
